This study aims to determine the legal force of a Circular Letter to the Regulation of the National Land Agency No. 8 of 2012. This study is a normative law. The type of data in researchThis is the primary and secondary data. The data collection is done with the study of literature. Data analysis technique used is the technique of data analysis with qualitative analysis techniques. From the results of research and discussion concluded that the Policy Head of BPN to issue a Circular Letter of the National Land Agency Republic of Indonesia Number 543 / 5:31 / II / 2015, dated February 5, 2015, concerning the use of blank certificates PPAT addressed to all regional offices BPN and the office of the Land throughout Indonesia is contrary to Perkaban No. 8 of 2012 because the circular letter should not rule out a ministerial regulation.
